Patrick Bach of DICE confirms that the server can select any faction for any side on any map. For example Siege of Shanghai can feature; Russia vs. China, United States vs. China, and United States vs. Russia.
Not only are the factions selectable, but the sides are aswell. So the server may choose what faction's deployment is on what side of the map.
Keep in mind this is applicable on all maps.
