That does look like some kind of Dr. Evil hypno-beam. But some of those are pretty cool. I was looking at something a little while back about the strange lights/cloud formations over Moscow...and heard someone talking about similiar things in Alaska (not just the Aurora Borealis, which is awesome...I haven't seen it for years). And then there's the talk of military weather control experiments, research...and of course just the wonders that can be done with photoshop and other programs...It'd be interesting to find out what it is.

I heard on the news last night that the latest theory was a Russian missile test gone awry. Who wouldn't pay to see a missile spiral off into the great unknown while the guys running the test sit there scratching their heads?
