It's a possible Chinese demonstration. It was only a few years ago that they surfaced a sub in the middle of one of our Navy maneuvers.

On this line of thought, more likely (and more disturbing) a North Korean demonstration. The Chinese have been fairly overt in their demonstrations of power but it's one thing to surface next to a carrier in open seas, shoot down one of their own satellites, or capture a US surveillance plane too close to their land. It's an entirely different scale altogether to launch a missile immediately off the coast of your most likely adversary.

It's a bit too rash, and I'm not sure the Chinese are at the point where they would do this yet.
