Its a test vehicle, meaning that they need to have "volunteers" who will "lease" this vehicle for a time.

Thus the $850 vehicle price per month.

I managed the Toyota RAV-EV program in San Francisco, and at the end of the program Toyota recalled 100% of the vehicles. There were some that refused the recall, and Toyota sent them a bill and they bought the vehicles with zero maintenance support.

I still see them out here on the fwy in Calif from time to time. Great cars- Electric Vehicles rock.
