Well, besides swimwear, only real benefit I can think of for this would be maybe military applications.

Hiking (socks and shorts in the rain while backpacking - hell the fabric for the backpack too)

I can think of a ton of applications such as sportswear. Running in the rain just suxxorz.

This could be used in everyday clothing. If water can not get through, what about other liquids? You know that nice white shirt you love to wear but are terrified of eating spaghetti in? Now the sauce just bounces off.

Problem with socks or some other clothing is that if it doesn't pass water, it doesn't pass sweat, so it doesn't breath. Which leads to sweat staying on your feet and making them damp, keep them like that long enough and you start growing fungus. Same goes for bandages, I'm not sure how much a wound needs to breathe, but I'd assume that band-aids and other things are made from fabric and have holes in them to allow moisture out and air in.

Military would probably reject it because it doesn't allow the clothing to breath... Soldier gets shot but we can't find the wound through the clothes because we can't see the blood right away....

Except that Spec Ops would eat this stuff up. If they could incorporate warming elements, they've have the perfect dry suits for infiltration. And their goal is to like, not get shot.
