The problem with this guy's assertion is that TCP does have congestion control. That congestion control works at the end points of a TCP connection. Meaning if one end is transmitting too fast the other end can tell it to slow down or resend packets. UDP does not have this.
The point that needs to be made is that people downloading from each other with TCP stop congestion on they're connections....Not mine. So this effects me in no way. Well actually since UDP has less overhead this is prolly better for internet congestion over all
