When you are in-game, use the shortcut (I think default is Ctrl+tab, or Shift+tab) that you use to see your friends list, community pages, etc.
At the bottom right there is a button that says something like Web."When I give food to the poor, they call me a saint. When I ask why the poor have no food, they call me a Communist."
