Basically.....if you want to charge extra for using set amounts of bandwidth, you better prove to the FTC that it's required to maintain your infrastructure or you get denied or fined if you continue anyway. Which should really piss off Time Warner Not sure how it would affect general usage caps already in place like the 250gb/month cap that Comcast has.
