    Parental Controls question for PC

Does giving an account administrative powers allow it to change the parental controls on Vista? Because my parents want to give my sister and brother their own screen names. But they dont know if they should allow them to have administrative settings or not. If it does give them the power to change it is there a way to stop this maybe block their acess to the parental controls and use the UAC thing with the general(main) accounts password?

I would not give them Admin rights as they most likely will not need it. Power user at best. Heck regular users can surf the web, run programs and what not but are unable to install programs or change any system settings.

Now we have had a lot of flooding in this area and there are still a lot of houses that have not been repaired. Must be the apocalypse.
