Okay. This link seems to provide the next recommendation. Apparently, "delete of Steam.exe failed" means that something (another program or Windows permissions) is preventing the file from being deleted during the process.
Also, I don't know if this matters, but I'd pick a different name for my new games directory. Steam doesn't care, but Windows might automatically complicate things due to using a reserved folder name.
I couldnt find anything interfering with steam so Im just gonna give this a rest. Its taking away from my gaming time and thats unacceptable. lol.

I installed Steam on my second HDD with no issues using the same directory structure. Did you already have it installed on your main drive?
I did but then uninstalled and tried to do what was recommended previously in this post but still got the same error message. I heard that the difference isnt really noticable unless you have a solid state drive or something like that.
