Well for some odd odd reason in CoD4 my sound (which I usually always in every game have on High Quality) is making my FPS drop to 20 and have a cap of 30, but when I turn the volume down and put it on low quality I get 100 average..... Anyone know a good, cheap sound card? As in around $100? Would be appreciated

Another vote for the XtremeGamer. I bought mine from drunken_chef and its been running great. So much better than onboard, that even my tin ears picked up the difference. I have the Xtreme Gamer too and it's a great card. However i can't help myself but to recommend this instead.

I'd settle for the Extreme Gamer also. If you really want to go all out, grab that extreme gamer and a pair of 5:1 surround-noise cancelling headphones with boom mic. You will be able to hear ALL the way across the map (when it's quiet) and the dead silence perk on COD4 is still heard very well.
You won't be disappointed with the Extreme Gamer, but I'd also like to see another company come in and stomp Creative to a bloody pulp.

back then, you had to buy the platinum to get the front bay to connect audio by means other than that on the card itself, yay for Creative!
