No board here yet, should be today or tomorrow, but until I spring for the video card (gonna wait until the GTX2xx series comes out in two weeks) I won't be doing the swap. It'll save me another Vista re-activation phone call by doing it all at once.

the short answer is, the bios is ignoring the manual cpu voltage settings.... and its setting it to 1.2-1.25v. the proc is heating up to 70C+. guess i shouldve expected issues from a $90 board though. hopefully when i get a new board, i wont find that cutting back doesnt cool it down...
this seems to be a common problem with the ga-ep35-dsl3, though most people can change the settings for a while, with the board losing the setting later at a cold boot. people are usually trying to increase it, im trying to turn it down
