So I'm downloading a TF2 map pack, its goin 30kb/s as usual, I try resetting my connection and starting again, and I get TEN THOUSANDkb/s and I was sooo happy, I went down to get a drink, when I come back up its at 15kb/s and staying there

lol... hey do you have shaw internet by chance? They have something called Shaw PowerBoost. This might account for your fast speed that then slows down.

don't think so, but it's just so annoying cause I want to play but its gonna take hours now and im in Quebec for the next 4 days

I think the 10k download speed was due to locally cached content
