This makes me laugh:

In a way, the repair tools are the new defibrillators, bringing a vehicle back into the fight from the brink of death.

They sort of act like they've never had repair tools in their own games before.

I just heard that the vehicles for the XBOX will be self healing, does any one know is that the same for the PC version?

One of my funniest kills ever was nailing Rand with one... as I was repairing his tank he jumped out head first right into it.

Yes, PC is same or similar (for now). They said that if you retreat from battle, minor damage will gradually repair itself. But, not as quickly as with a repair tool. If damage is too severe, vehicle becomes immobile and only a repair tool will help.
