It seems you get rid of the flash but you lose your "ranged" scope. I think it's a fair trade-off since it will turn the sniper into a close-to-medium distance combat class.

no, they have 12x and 16x scopes....
u just gotta unlock them.. u start off with a 4x for semi's and 6x for bolts.

Yes, but I assume that with the physical warfare pack unlock you cannot carry either the 12 or 16 zoom scopes. Long range sniper will be difficult with the suppressor... hence my note about close-to-medium combat.
This is just my opinion. I have not played either the alpha nor beta.
I think the real question is with all the customizations, which will be way over powered?
And that's the real question. The more options you have the more the hard-core gamers will try to find the most overpowered option. Once that happens people will complain and then the developers will nerf it in a patch.
