Actually they sort of have. All they really had going for them was Napoleon and a bunch of random Middle Ages and Renaissance victories followed shortly after by a loss--usually to England or in a Crusade. They've also lost or stalemated just about every single engagement/war/rebellion/colony flare-up they've engaged in after Waterloo. With some erm, minor exceptions like the U.S. War of Independence, most colonial powers retracted for other reasons: the English, the Dutch. France and Spain lost their colonial possessions due to war and in the case of France en masse colonial uprising. They have a long tradition, but it's not necessarily the greatest tradition, of warfare skill.
