So I discovered that origin for some reason defaulted to my storage drive and not SSD. It took a couple trials but here are directions on how to move the game without having to re download.
My source is the drive where its currently installed
My target is the SSD, which is C:
Create a new folder on the target drive, ex C:\Program Files (x86)\Origin\Battlefield 4
In origin > application settings > advanced. Change the download location to the folder you created above.
Close origin
Backup source battlefield folder (just in case!)
Cut folder from source directory. In this case its very similiar to the target location above, just a different drive letter.
Reopen origin
Right click on bf4 and it should act like you need to download it, start the download.
Let it run for 30 sec to a minute and PAUSE it (dont cancel)
paste the folder into the target directory
unpause
It should sit there for a minute or two then realize its downloaded and finish the install.
