Again, tell him to ignore the jerks, most of whom will be teenagers, and just focus on playing the game.

I'm pretty sure there is a way for each player to mute players they do not want to listen to.

I couldn't find the mute location either. I had to disable the voice chat because I didn't want to listen to some World-of-Warcraft-homo-sounding person.

How to mute (from forums, I didn't test it yet)

1. press tab to show scoreboard
2. use arrow keys to navigate to the player to mute
3. press the button you have bound to "mute player" command.
- On earlier beta-stage it used to be DEL (Delete)

Alternative,
Pressing Enter will open the players profile in the Steam interface. He can be muted there.
