Server set to 15 players per team?

I'm in the server right now and it's saying that 15 players on each team is the max but the server allows 32? glitch, or a new setting?

Its temporary right now, Cain's trying to pinout an issue and he's had to turn off a few settings.
Annoying, but hopefully it's only for a short spell.

Hmm. It shouldn't be doing that. I'll check.

I did remove some plugins but I assumed the changes made to the maps were permanent I guess not.

The default is 15 per team Max. I modded the maps to hold 16 per team. In an effort to track down our memory loss, I switched off a plugin that must allow that extra spawn.

I think I may need to reboot the server to fix it, but it may get fixed on mapchange... i hate to pull down a full or nearly full server.
