Just read about this one:
http://pc.gamespy.com/pc/hinterland/897378p1.html
Its a low budget mix of a Civ4/SimCity in which you build up your village from scratch, then use the town resources to go exploring RPG style. Very innovative, and its only priced at $20 on Steam.
Quick copy n paste:
The kicker comes in when the player realizes that some of the resources that are necessary for their expansion are in the hands of the mythological monsters that roam the countryside or buried in dungeons and ruins that dot the landscape. Getting them requires that the player select certain members of their community to put down their plowshares and pick up their swords. Every character in the game will be an individual with their own equipment, skills, statistics and professions. A talented blacksmith, for example, could wield the very weapons he forges in battle against a troll.
