Basically it's a really good mod for Civ 4. Plays about 90% like the original. The little changes I see are like you can't stockpile horses in your cities prior to the revolutionary war and keep bumping defeated dragoons back up to full strength if they lose a fight -and- pioneers only need tools once and they are set for the whole game -and- you send plain colonists to school and chose what they learn instead of assigning a teacher who only teaches his specific trade.
All in all it's still fun but not as much as the original and maybe not worth the $29.99.
