One thing that may help the server is if switch the map to something more popular. Populating a server thats on hoodoo might work when all regulars join but puggers might not.

Today its on hoodoo and I think yesterday it was on badwater.

Just my 2cents! (I just remember in BF2 we always had to switch from wake to sharki to get our server going)

And thinking about that.. man I miss BF2 =(
