I found the stack of hats, but how do you get the rebuild hat blueprint?

i still don't have a hat

you have scrap metal (gained from crafting 3 weapons together)
reclaimed metal (gained from crafting 3 scrap metal together)
and refined metal (gained from crafting 3 reclaimed metal together)

3 refined metal gets you a random hat when crafted together
too make a class hat you need a class token (4 weapons from said class) and 4 refined metal

the rebuild headgear is 2 hats crafted together that gives you 1 random hat
(should be able too activate it by doing it)

High level view of hats:
Hats like weapons are mainly luck. Except the difference between the two is hats are rare. I have 1 in probably 300+ hours of play.

Last major patch, they made it to where you can craft hats now, the catch is that you have to sacrifice weapons that you have got over time. it takes a total of 112 weapons needed to make a hat. So if you have been playing a while with no luck on getting a hat to drop, you should in theory still be able to get one by the more common weapon drops.

In order to craft go into your character load out screen and click on the suitcase looking thing in the middle bottom. That will bring up the crafting screen.
