That is the Dark Brotherhood Sanctuary. Once you complete the questline, you get a new hideout and you can upgrade it like you can with a house, except this place allows you to buy a torture chamber complete with victims that are being tortured. lol

The main spoiler was who the final quest for the darkbrotherhood is. Its most epic kill in the game so I didnt want to ruin it.
