What the heck is up with my internet!?

First off my connection speeds according to speedtest.net
    Ping-23
    Download-16
    Upload-5

My internet is skipping. At first I thought it was CoD (on xbox) that I just purchased and BF4 (PC) was doing it before but I thought it was part of the server issues they were having. I will be running and then it will freeze quick then fine then freeze quick, its really quite annoying. I believe I have found now that its not the games but my connection. YouTube is fine, but I found watching live streams it will play for about 30 seconds then buffer, play for 30 seconds then buffer. Sometimes it will play longer before the buffer sometimes less. Its not my PC its plenty fast and its not my Xbox or the game if its happening on both platforms. My internet speeds are plenty fast so it shouldn't be that. What could be causing this. Could my Router or Modem be failing? Could I be getting interference in my signal from my provider?
Apparently my BF EA manager name is "AwesomeFK" If anyone knows how to change that let me know.

try pinging a few addresses with bigger packets
    ping google.com -l 512 -n 20
-l is packet size dont set it too high or you will get timeouts.

see how your internet link reacts, also try it on your router too.
if you get massive times or diff times something is def wrong depending where you pinged

Also if your router allows it, ping from it too, see if there is any difference.
should only be a few ms if any.

sounds silly but sometimes turning your networked gear and
    switchs/routers/modems/bridges/endpoints everything
all off for a min clears everything and starts a new.

It sounds similar to an issue I had with my old DSL when I lived in the country side.
The lines where old and the quality of the signal was reaching points where it was just working.
Also sounds like a thru-put problem, usually its customer side,
but if you know your lines, internal phones and wires are ok,
it can be if your on DSL the local PSTN playing up or the ISP's gateway your on is overloaded.
Resyncing your DSL line after 1-2 mins should link you to another gateway.

Warning if you are on DSL dont reboot/resync your line to often in a short time.
The PSTN exchange will think your lines faulty and drop your sync rate.
You then need to ask your ISP to 'recheck' the line to get it back to full speed.
and yeah it will show as connected at full speed etc in the info pages, its limited at their side.

I'm not insane. I'm just overwhelming!

Now we have had a lot of flooding in this area and there are still a lot of houses that have not been repaired. Must be the apocalypse.
