Here is the problem, when you have a server as new as out server and it has as few players as we do, then you are going to have an empty server for any maps that do not carry a high player count.
You can see our server is only busy a few hours out of a 24 hour day.
Remember we are only two weeks old, and do not have a big enough core group of TF2 players who are dedicated to playing only here, even if we are empty or close to empty. Most of our guys including many of our Admins have moved on to newer games, and most of our regulars will only play in our server when it is busy.
Once we build up a larger core group who are dedicated to keeping us busy, and we have enough of those players to keep us going 24/ then we will add all sorts of new maps, but for now we are getting closer and closer to being a 24/7 Badwater server, because our players clearly love that map the most.
Lots of players in limited map rotation = much better than 0 players in cool maps.
The only thing I would add is having a smaller map rotation with the more popular maps may prove easier to keep the server full.
Im not sure what the whole map rotation is right now but I do know maps like Dustbowl/GravelPit/Granery are probably the most popular maps thus easier to get players while playing.

Its always interesting to see what peeps consider as a 'fun' map. For all my initial 2Fort hate when TF2 came out, I just ended a 1 year+ relationship with a 2Fort only server now that the Lair is back to playing TF2.
I sorta enjoy Well, but it looks like I'm in the minority. I don't like cart maps, but that's what we are playing, so I deal with it. I think Valve will drop another 2-3 maps on us as an Xmas gift to the community based on the updates on their blog, so that might bring in some worthwhile maps to look at as well.

Glad to see some more discussion on the matter. The whole reason I found CLR was due to Gravelpit being in the rotation.
While there is something to be said for playing the most popular PL maps to build server population, you are also cutting off a portion of the player base who like a little variety. I like the people I've met here so far, but I would be gone in weeks if it remained payload only.
